dc.description.abstractThe Third Brainstorming Retreat for the Permanent Representatives of Member States to the African Union was held from 2 - 4 May 2004, at the Western Cape Hotel and Spa, Kleinmond (Cape Town), South Africa. The purpose of the Retreat was to reflect on the challenges to peace and security in Africa and their possible solutions. It also aimed at exploring the practical modalities for strengthening the peace and security architecture of the African Union, particularly the new Peace and Security Council (PSC).en
